Every cart, truck or other vehicle used to convey or transport dirt, manure, sand, gravel, broken stone, mud, ashes, lime, garbage, swill, offal or other loose material in or upon any of the streets, avenues or highways of the Town of Harrison shall be fitted with a good and substantial tight box thereon, so that no portion of said dirt, sand or other material above mentioned shall be scattered or thrown into any of the streets, avenues or highways, and all carts or other vehicles, when used in carting slacked lime, garbage, offal, swill or other offensive matter or ashes, shall have the box thereon closely covered with a sufficient covering of cloth or boards closely fitted so as to prevent the escape or flying about of any of the contents or effluvia therefrom, and every person using such cart or other vehicle for any such purpose without it being so fitted shall be deemed guilty of a violation of this section.
No person or persons in charge of any cart or other vehicle used for carrying or transporting any of the materials specified in § 201-31 above shall suffer or allow any of said materials to be dropped or thrown from said cart or other vehicle upon any of the streets, avenues or highways of said Town of Harrison.

Any person violating any of the provisions of this article shall, upon conviction, be punishable by a fine not to exceed $250 or by imprisonment for a term not to exceed 15 days, or both.
