There shall be a Department known as the Greater Ithaca Activities Center, headed by a Director of the Greater Ithaca Activities Center.

The functions of the Greater Ithaca Activities Center shall include but not be limited to the following:
A. 
To be a community center for persons of all ages, particularly children and youth, which serves the immediate neighborhood and greater Ithaca area.
B. 
To provide the community with multicultural, educational and recreational programs focused on social and individual development by direct provision of programs and drawing on resources of community agencies and individuals.
C. 
To work with the Greater Ithaca Activities Center, Inc. (a not-for-profit corporation with membership open to any resident of Tompkins County who.subscribes to the goal, purposes and objectives of the corporation), as set forth more specifically in a written agreement between the City of Ithaca and the Greater Ithaca Activities Center, Inc.
D. 
To make maximum use of its facilities to meet the needs of the people of the neighborhood and the greater Ithaca area and work collaboratively for coordinated programs with the Ithaca City School-District, Youth Bureaus, Southside Community Center, BOCES and similar organizations.
Among the Director's powers and duties, but not by way of limitation, shall be the following:
A. 
To develop and implement effective policies and multicultural, educational and recreational programs to assist the individual and social development of program participants.
B. 
To advocate for the rights and needs of youth, families and under represented populations in the greater Ithaca area.
C. 
In conjunction With the City Youth Bureau, assist in facilitating the development and coordination of youth services within the city, and coordination of the same with concurrent activities by the county.
D. 
To work collaboratively with the Ithaca City School District, Youth Bureaus, Southside Community Center, BOCES and similar organizations serving the greater Ithaca community.
E. 
To submit to the City Manager such reports, data and other information as he/she may require or as may otherwise be appropriate, from time to time, regarding youth and family policies, programs and services throughout the city.

F. 
To forward the GIAC's annual budget proposals to the City Manager in accordance with guidelines and schedules established for all City departments.

G. 
Except as may otherwise be provided in the Charter or this chapter, performance of such other and related duties as may be required by the City Manager.
