A. No person
shall hereafter engage in, carry on or conduct the business of heating
and/or ventilating engineer, contractor or installer within the City
unless or until he/she has first obtained a certificate of registration
from the Department of Planning, Building and Development.
B. Each application
for registration shall be accompanied by payment of a fee of $50.
Registrations must be renewed annually. Payment for renewal of registration
must be received by February 1.
C. All applicants
for registration must present evidence of an insurance liability bond,
and renewal certificates of such bonds must be filed annually in the
Department of Planning, Building and Development.
A building permit must be applied for and approved
prior to the installation of any heat-producing device or ventilating
system, including restaurant hood systems. Applications shall include
layout plans, equipment cut sheets, code compliance information and,
where appropriate, manufacturer's installation instructions. Additional
permits may need to be obtained from the Fire Department or from the
Electrical Inspector.
Inspection of all heating and ventilating installations
in the City shall be made and approved before application is made
to a public service corporation for gas or electric service connections.

All new installations of heating and/or ventilating
apparatus repairs, alterations or additions thereto must be made in
strict compliance with the regulations set forth in the Building Code,
the New York State Energy Code, and Ithaca Energy Code Supplement.
