[Adopted as Art. I of Ch. 16 of the 1975 Municipal Code]
This article shall govern the licensing procedures of any business, trade, occupation, calling or profession carried on within the City for which a license is required, unless procedures are otherwise provided.
A. 
Additional limitations and conditions. Upon the granting of any license or permit by the Common Council or by any board, agency, commission, department or officer of the City having the power to grant the same, the Common Council or such board, agency, commission, department or officer may impose, in addition to those imposed by the Charter and this Code, such further limitations and conditions as the Common Council or such board, agency, commission, department of officer may deem necessary for the preservation of order, peace and health and the safety and welfare of the city, provided that such additional limitations and conditions are not contrary to any provisions of the Charter, this Code or the laws of New York State.
B. 
Bond.
(1) 
Such limitations and conditions shall include the right to require a bond indemnifying the City against all loss or damage which it may suffer or be caused by reason of an act committed or omitted or other thing done as a result of the issuing of such permit or license.
(2) 
All such bonds shall be approved by the board, agency, commission, department or officer requesting the same as to amount and sufficiency of the sureties.

Each officer, board, agency, commission or department of the City shall keep a copy of all licenses or permits granted by such officer, board, agency, commission or department.
A. 
Filing applications. All applications for licenses and permits shall be presented to the appropriate officer, board, agency, commission or department unless otherwise provided in the Charter or this Code.

B. 
Contents. Every application shall be signed by the applicant and shall contain a statement of the facts required for the various licenses and permits.
C. 
Issuance of license. Except as otherwise provided in this Code, the appropriate officer, board, agency, commission or department of the City shall make out and deliver all licenses and permits upon the payment to such officer, board, agency, commission or department of the fee as provided for the various licenses and permits and when the applicant shall have performed any other act or duty imposed as a condition precedent to the granting of said license or permit by the Common Council or by any provision of statute or the Charter, this Code and the provisions of all acts amendatory thereof and supplementary thereto.

D. 
Numbering and dating of license. Every license so issued shall be dated and numbered and shall also clearly state the object for which it is granted.

All licenses issued by the City may be revoked for cause and shall be upon the following conditions and shall contain the following words: "This license is not transferable except by consent of the issuing authority and is issued to and accepted by the licensee on the express condition that it is revocable by the City Manager if at any time, in their judgment, the licensee proves unfit to hold such license or the places licensed are not being conducted in a proper and orderly manner.
Every license shall be carried upon the licensee's person or, if issued for a place of business, shall be kept posted conspicuously therein.
A. 
Signing; expiration date. All licenses shall bear the signature of the appropriate officer of the City and shall be drawn to expire December 31 next following the date of issue, unless the license is granted for a lesser term than one year.

B. 
Prepayment of fee. No license shall be issued until the fee therefor, as determined by the Common Council, shall have been paid. If a license is revoked, the City shall repay to the licensee so much of the fee as shall be proportionate to the unexpired portion of the term.
C. 
Record of issuance. The officer issuing a license shall keep a record of each license issued, showing its purpose, the date of its issue and expiration and the name and address of the licensee.
