No person shall throw or scatter, or hand to persons passing upon the
streets and public places within the City, advertising matter of any kind.
No person shall place any newspaper, loose paper, rubbish, rags or other
trash or refuse at or near any curb, sidewalk or street for purposes of collection
unless the same is contained in containers with tight-fitting covers or is
securely bundled and tied to prevent scattering.
No person shall remove, displace, pick over or collect any wastepaper,
cardboard, garbage or other refuse placed at the curb line of streets for
collection by the Department of Public Works or other licensees without written
authority from the Superintendent of Public Works.
The disposal of household refuse or any solid wastes resulting from
the demolition of buildings, commercial operations, industrial operations
or from any other operations shall be prohibited on any lands owned by the
City or leased by the City without the express authorization of the Superintendent
of Public Works.
