A.
The provisions of this article shall apply except
when it is necessary to stop vehicles to avoid conflict with other
traffic or in compliance with the directions of a police officer or
official traffic control device.
B.
The Chief of Police of the Town of Ossining or a subordinate designated by him shall have the authority, in his discretion, to suspend for a period not to exceed five hours any one or more of the requirements of § 188-11 hereof upon written application by a resident of the Town of Ossining in which good cause is shown for such a suspension with regard to the area immediately surrounding the dwelling place of such resident. All such applications hereunder shall be made no later than 48 hours prior to the time for which suspension of the parking regulation is requested. No such suspension shall be granted to or for the benefit of commercial property. The Chief of Police or his designee may impose reasonable conditions on any suspension granted hereunder.

The parking of vehicles is hereby prohibited
on all highways within this Town between 3:00 a.m. and 6:00 a.m. from
November 1 to and including March 31 of each year. Parking of vehicles
is further hereby prohibited, year-round, in any designated public
area within a municipally owned property between the hours of 3:00
a.m. and 6:00 a.m. Parking in designated public areas within municipally
owned property is further limited to two hours per vehicle per spot.

There is one public, two-port zero-emission vehicle/electric
vehicle ("ZEV/EV") charging station in each of the parking lots of
Cedar Lane Park, Ryder Park and Louis Engel Park. Each charging station
is accessible via two adjacent parking spaces clearly identified with
signage. These parking spaces are reserved solely for ZEVs/EVs that
are using the charging stations to charge. Those ZEVs/EVs that use
the charging station shall pay any applicable hourly fee, as set forth
in the current Town of Ossining fee schedule, and shall vacate the
parking space within 30 minutes of completion of charging. All other
vehicles that are not ZEVs/EVs or are not using the charging station
shall be prohibited from parking, standing or stopping in these spaces.
In addition to all other remedies available to the Town under this
chapter and any other applicable laws and regulations, the Town reserves
the right to tow vehicles violating the provisions of this section
at the vehicle owner's sole expense.
No vehicle of any kind shall be parked or shall
be allowed to remain standing on the following highways, including
the shoulders thereof, in the unincorporated area of the Town of Ossining,
