The purpose of the Authority shall be to pursue the design, construction, operation and proper maintenance of a public golf course facility, with such amenities as deemed appropriate by the Authority, on property owned by the Town of Bethel, with all of the powers granted by Connecticut General Statutes, §§ 7-130a to 7-130w, inclusive, as same may be amended from time to time.

D.

Ex officio members shall be the Town Counsel and the Comptroller of the Town.
(3) 
The terms of office for the above-listed members shall be until such time as the golf facility is fully operational, unless said terms are sooner terminated for cause.
E. 
The Authority is created for the purpose of pursuing the design, construction, operation and proper maintenance of a public golf course facility, with such amenities as deemed appropriate by the Authority, on property owned by the Town of Bethel, with all of the powers granted by Connecticut General Statutes, §§ 7-130a to 7-130w, inclusive, as same may be amended from time to time.
A. 
The Authority shall consist of nine members and the two ex officio members set forth above. The Board of Selectmen shall select the members who shall be appointed in accordance with Connecticut General Statutes, § 7-130c, as amended.
B. 
The initial terms of the members shall be until such time as the golf facility is fully operational, unless said terms are sooner terminated for cause. Thereafter the terms shall be as follows: three shall be for three years, three shall be for two years and three shall be for one year. Thereafter each member shall be appointed for a term of three years. Not more than five of the members shall be of the same political party. Ex officio members shall serve only in an advisory capacity and shall not be entitled to vote on matters before the Authority.
A. 
The Authority shall have all of the powers and duties and be subject to the limitations set forth in Connecticut General Statutes, §§ 7-130a to 7-130w, inclusive, as amended.
B. 
The Authority shall further have the following powers:
(1) 
To make, amend and repeal bylaws, rules and regulations not inconsistent with general law to carry out its purposes.
(2) 
To fix and revise from time to time and to charge and collect fees, rents and other charges for the use of the facilities in an amount sufficient to pay operating and maintenance expenses and the annual principal of and interest on bonds issued by the Authority to finance the design and construction of the facilities and the principal of and interest on any other obligations the Authority may incur.
(3) 
To pay over the net receipts semiannually in January and July of each year (gross receipts less operation and maintenance expenses, a reserve for capital improvements not exceeding 25% of gross receipts for the fiscal year and Authority debt service from the operation of the facility) to the Treasurer of the Town to be placed in the General Fund.
No members of the Authority may receive any compensation for their services, but they shall be entitled to reimbursement for the amount of actual expenses incurred by them in the performance of their duties.
The Authority shall remain in existence perpetually unless sooner terminated by the Town of Bethel.
