There shall be a Department of Finance, the head of which shall be the Director appointed by the Manager. The Manager shall serve as Director of Finance until and unless a separate position of Director is authorized. In the event that the Township Manager also serves in an office set forth in this Article V, the appointment of the other officers in this Article V shall be made by the Township Council, rather than the Township Manager.
Within the Department of Finance there shall be the Office of Treasurer, the head of which shall be the Treasurer who shall be appointed by the Manager and who shall be qualified by training and experience in municipal budgeting, accounting and finance. He shall:
A. 
Keep books and records of accounts for the exercise of financial budgetary control over each department, office and agency of the government.
B. 
Have custody of all public moneys of the township and make monthly reports to the Manager of all receipts, expenditures, commitments and unexpended appropriations.
C. 
Administer a uniform purchasing program.
D. 
Disburse payments of bills and demands approved by the Manager.
E. 
Be in charge of making and controlling all township investments.
F. 
Collect and receive all miscellaneous revenues due the township.
A. 
Generally. Within the Department of Finance there shall be the Office of Tax Assessor. The Tax Assessor shall be appointed by the Manager for the term provided by law and shall be the holder of a valid Tax Assessor's certificate.
B. 
Powers and duties. The Tax Assessor shall:
(1) 
Value all real and personal property in the township for the purpose of assessments and taxation in accordance with general law and exercise all the powers of a Municipal Assessor pursuant to law.
(2) 
Prepare the tax list and duplicate and extend each year's tax on tax duplicate, as required by law, and maintain adequate assessment records of each and every parcel of real property assessed.
(3) 
Have custody of and maintain an up-to-date Township Tax Map and provide for the recording thereon of all changes in ownership or character of the property assessed.
(4) 
Make all appraisals of property for any township purpose.
(5) 
Supervise employees within his office.
A. 
Generally. Within the Department of Finance there shall be the Office of Tax Collector, the head of which shall be the Tax Collector, who shall be appointed by the Manager for the period prescribed by law and who shall be qualified by training and experience in the administration of municipal tax collection and tax accounting procedures.
B. 
Tenure. Nothing contained in this chapter shall in any way affect the tenure of the present Tax Collector.
C. 
Powers and duties. The Tax Collector shall:
(1) 
Prepare and mail tax bills and maintain tax accounting records in such manner as may be prescribed by law.
(2) 
Collect and receive all delinquent real and personal property taxes, charge and receive penalties and interest pursuant to law and account for all collections in such form and manner as may be prescribed by law.
(3) 
Make or cause to be made and certify searches for tax and other liens on any real property in the township as may be authorized by law and charge and collect for the use of the township any fee required by law for any such search.
(4) 
Collect and receive all franchise gross receipts, bank stock and bus tax revenues due the township.
(5) 
Prepare and mail all utility bills and receive and account for the same.
(6) 
Supervise employees within his office.
(7) 
Perform such other duties as provided for by law.
