There shall be a Department of Finance, the head of which shall be the Director appointed by the Manager. The Manager shall serve as Director of Finance until and unless a separate position of Director is authorized. In the event that the Township Manager also serves in an office set forth in this Article
V, the appointment of the other officers in this Article
V shall be made by the Township Council, rather than the Township Manager.
Within the Department of Finance there shall
be the Office of Treasurer, the head of which shall be the Treasurer
who shall be appointed by the Manager and who shall be qualified by
training and experience in municipal budgeting, accounting and finance.
He shall:
A. Keep books and records of accounts for the exercise
of financial budgetary control over each department, office and agency
of the government.
B. Have custody of all public moneys of the township
and make monthly reports to the Manager of all receipts, expenditures,
commitments and unexpended appropriations.
C. Administer a uniform purchasing program.
D. Disburse payments of bills and demands approved by
the Manager.
E. Be in charge of making and controlling all township
investments.
F. Collect and receive all miscellaneous revenues due
the township.
