The Mayor's Television and Motion Picture Advisory Committee
shall be responsible for encouraging the use of site locations in
the Borough of Paramus for the production of television and motion
picture filming.

A. Fees. The Television and Motion Picture Advisory Committee shall
solicit and interview representatives from the television and motion
film industry to determine an appropriate license fee, to be determined
by a majority of the Committee. The amount of the fee shall be dependent
upon the size of the production budget. No fee shall be less than
$300 for site locations on Borough-owned property, and no fee shall
be less than $100 per day based on a twelve-hour-day maximum for privately
owned property.
The Television and Motion Picture Advisory Committee shall be
concerned with the safety and protection of the public when filming
occurs within the Borough of Paramus.
The licensing fee shall be paid to the Borough Clerk, whereupon
the Borough Clerk shall issue a license establishing the time and
place permitted for filming. All expenses incurred by the Paramus
Television and Motion Picture Advisory Committee shall be paid from
the license fee.

Any person, firm or corporation who shall violate any of the provisions of this article shall, upon conviction, be subject to the penalties provided by §
1-15 of this Code.

It shall be unlawful for any person, partnership, firm or corporation
to conduct, carry on, operate, exhibit or promote any motion picture
exhibition business within the Borough of Paramus without first having
obtained a license to do so.

No license shall be issued under this article unless the applicant
files with the Borough Clerk a written application, setting forth
the following:
A. The name and address of the applicant.
B. The place, premises or location at which the business is to be conducted.
C. The number of seats available for public use.
D. The plans and specifications of the building, if it is not an existing
structure.
E. If premises is an existing structure, a certificate of occupancy
for such use issued by the Building Inspector and a certificate of
approval by the Fire Commissioner, attached to the application.
F. An agreement to abide by all the requirements of this article and
any amendments thereof.
A separate license shall be required for each place where said
business is conducted.
Each license issued pursuant to this article shall be subject
to the following terms and conditions, and each applicant for a license,
in accepting the license, agrees to abide by and comply with the following:
A. The premises shall be kept neat and clean at all times.
B. The licensee shall be responsible for any disorder.
C. Any police officer, Fire Commissioner or Fire Company Chief, Building
Inspector and Health Officer of the Borough of Paramus may enter the
licensed premises at any time for the purpose of inspection and to
enforce obedience of the laws of the state and the ordinances of the
Borough of Paramus.
D. Whenever the licensed premises is open to the public, the licensee
shall provide a security officer stationed on the premises.

The license granted under this article shall be revoked by the
Borough Council, following a hearing on at least five days notice
to the licensee, if a majority of the Council shall determine that
the operation of the licensed premises is detrimental to the preservation
of public health, safety and welfare and public peace and order of
the inhabitants of the municipality. The Mayor shall, upon the request
of any Councilman, fix a date for such a hearing and cause a notice
thereof to be served upon the licensee by the Borough.
Nothing in this article shall prevent motion picture exhibitions
in school buildings within the Borough with the consent of the Board
of Education, for charitable, benevolent, religious or educational
purposes without payment of any license fee.

Any person who violates any provision of this article shall, upon conviction, be subject to the penalties provided by §
1-15 of this Code.
