The plat shall be designed and drawn by a licensed New Jersey land surveyor or professional engineer. It shall be based on Tax Map information or some other similarly accurate base at a scale not less than 50 feet to the inch; it shall comply with the provisions of the Map Filing Law, N.J.S.A. 46:23-9.9 et seq., and shall show or include the following information:
A. 
The entire tract and the location of that portion which is to be subdivided, with its dimensions.
B. 
The Tax Map sheet, block and lot numbers.
C. 
The name and address of the owner and the applicant and of all adjoining property owners as disclosed by the most recent municipal tax records, and the location and Tax Map sheet, block and lot numbers of such adjoining properties. Where any zoning variance is involved, the same information for the surrounding area within 200 feet shall be included.

D. 
All existing structures and wooded areas within the portion to be subdivided, including setback distances of structures.
E. 
All streets or roads and streams or brooks within 200 feet of the subdivision, including the extent of paving of all such streets and existing curbs and sidewalks, if any.
F. 
All existing or new storm and sanitary sewers proposed to be utilized, showing sections adjoining the portion of the tract to be subdivided, with invert and surface elevations.
G. 
The proposed lot layout, width of lots at building setback lines, other lot dimensions and total area in square feet of each lot.
H. 
All existing and proposed property lines with angle-distance bearings.
I. 
All existing and proposed easements for drainage, sewers, sidewalk, etc., with angle-distance bearings. The Borough will require drainage easements along streams as recommended by the Borough Engineer where none already exist.
J. 
Proposed curb and sidewalk, if it does not exist. The Planning Board may waive requirement of the improvement, but it must be shown on the map.
K. 
Show monument if the dedication of easement and a point of tangent and point of curvature is involved.
L. 
The name, signature, seal and certification or accuracy of the professional engineer or land surveyor who has drawn the subdivision plat.
M. 
Any other pertinent information deemed necessary by the Board in the consideration of the proposed subdivision.
N. 
A performance bond or cash bond in a form acceptable to the Planning Board Attorney will be required if improvements are to be provided by the subdivider or if a certificate of occupancy will be issued before said improvements (sidewalk, curb, road widening, monument, etc.) have been completed. The only circumstance under which the certificate of occupancy will be issued before the completion of the improvements is when the construction season is later and safety and convenience of the occupant will not be adversely affected in the meantime.
O. 
A deed for easements to be dedicated to the Borough of Paramus or Bergen County shall be provided before the final map is released for filing or deed approved for filing.
P. 
Information on unusual topographic, soil or flood conditions, as may be required by the Borough Engineer.
A. 
The preliminary plat shall be clearly and legibly drawn or reproduced at a scale of not less than one inch equals 100 feet. It shall be designed and drawn by a licensed New Jersey professional engineer and shall comply with the provisions of the Map Filing Law, N.J.S.A. 46:23-9.9 et seq.
B. 
Plans of proposed sanitary sewer facilities, as hereinafter required, shall be clearly and legibly drawn or reproduced at a scale of one inch equals 50 feet. Profiles shall be drawn at a scale of one inch equals 50 feet horizontally and one inch equals five feet vertically. Said plans and profiles shall be prepared by a professional engineer licensed to practice in the state. The preliminary plat shall be designed in compliance with the provisions of Article VII of this chapter and shall show or be accompanied by the following:
(1) 
A key map showing the entire subdivision and its relation to surrounding areas.
(2) 
The tract name, Tax Map sheet, block and lot number, date, reference meridian, graphic scale and the names and addresses of the record owner or owners, of the subdivider and of the person who prepared the map.
(3) 
The acreage of tract to be subdivided, to nearest tenth of an acre.
(4) 
Contours at five-foot intervals for slopes averaging 10% or greater and at two-foot intervals for land of lesser slope; also extending at least 100 feet outside the subdivision, except across streets.
(5) 
The location of existing and proposed property lines, streets, buildings, watercourses, railroads, bridges, culverts, drain pipes and any natural features such as wooded areas and rock formations. Show existing streets within 500 feet of the subdivision.
(6) 
The high and low points and tentative cross sections and center-line profiles for all proposed new streets.
(7) 
Plans of proposed utility layouts (storm drains, water, gas and electricity) showing feasible connections to existing or any proposed utility systems. When an individual water supply or sewage disposal system is proposed, the plan for such system must be approved by the appropriate local, county or state health agency. When a public sewage disposal system is not available, the subdivider shall have percolation tests made and submit the results with the preliminary plat. Any subdivision or part thereof which does not meet with the established requirements of this chapter or of other applicable regulations shall not be approved. Any remedy proposed to overcome such a situation shall first be approved by the appropriate local, county or state health agency.
(8) 
Sanitary and storm sewers.
(a) 
Plans of proposed sanitary and storm sewers which shall clearly show the proposed construction on sheets not exceeding 36 inches by 36 inches in dimension shall be provided. Plans of the sewer shall be drawn to a scale of one inch equals 50 feet, and profiles shall be drawn to a scale of one inch equals 50 feet horizontally and one inch equals 50 feet vertically. Construction details shall be shown at larger scale as may be required for clarity. Plans shall be complete and show all existing and proposed property lines, buildings, structures, utilities, geographical features, street grades, rights-of-way, cellar and soil pipe elevations and details of proposed sewer construction.

(b) 
Elevation shall be referred to bench marks established by the engineer, or where they have not been established, they shall be based upon mean sea level as established by the New Jersey geodetic control survey bench marks.
(c) 
The subdivider shall also submit an engineer's report which shall include design data and calculations for the proposed sewers. Said report shall include a drainage area map indicating the entire drainage area to be served both presently and ultimately by the proposed sewers, drawn to a scale of one inch equals 200 feet, except where the area cannot be filled on one sheet, then to a scale of one inch equals 500 feet. The report shall also include the flow quantities from the entire drainage area and the design data and calculations for the proposed sewers. Structural computations for all pipes, loads and design computations for all special structures shall be submitted. Where information pertinent to the design, such as borings, has been collected or is required, this information shall be submitted with the report.
(9) 
Plans and profiles of storm sewers, drainageways and detention basins, together with pertinent runoff calculations and structural computations, sufficient to meet the drainage and zero runoff increase standards in § 387-31.
(10) 
A soil erosion and sediment control plan prepared by a licensed New Jersey professional engineer in accordance with specifications for soil erosion and sediment control of the Bergen County Soil Conservation District certification. The Planning Board shall not give unconditional approval to the preliminary plat until receipt of the Soil Conservation District certification. Any fees or expense involved in the review by the District shall be the applicant's responsibility. Upon receipt of a report from the Bergen County Soil Conservation District, the Planning Board shall require incorporation of soil erosion and sediment control measures as it deems appropriate as a condition of tentative approval of the preliminary plat.
(11) 
A copy of any protective covenants or deed restrictions applying to the land being subdivided.
The final plat shall be drawn in ink on Mylar or tracing cloth at a scale of not less than one inch equals 50 feet and in compliance with all the provisions of N.J.S.A. 46:23-9.9 et seq. The final plat shall show or be accompanied by the following information:
A. 
The date, name and location of the subdivision, the name of the owner, graphic scale and reference meridian.
B. 
Tract boundary lines, right-of-way lines of streets, street names, easements and other rights-of-way, land to be reserved or dedicated to public use, all lot lines and other site lines, all with accurate dimensions, bearings or deflection angles and radii, arcs and central angles of all curves.
C. 
The purpose of any easement or land reserved or dedicated to public use shall be designated, and the proposed use of sites other than residential shall be noted.
D. 
Each block shall be numbered, and the lots within each block shall be numbered consecutively beginning with number one.
E. 
Minimum building setback line on all lots and other sites.
F. 
The location and description of all monuments.
G. 
The names of the owners of adjoining unsubdivided land.
H. 
Certification by the subdivider's engineer or surveyor as to the accuracy of the details of the plat.
I. 
Certification that the subdivider is agent for or is owner of the land or that the owner has given consent under an option agreement.
J. 
When approval of a plat is required by an officer or body of the Borough, the county or state, approval shall be certified on the plat.
K. 
Cross sections and profiles of streets, approved by the Borough Engineer, may be required to accompany the final plat.
L. 
Plans and profiles of storm sewers, detention basins and sanitary sewers.
M. 
Certificate from Tax Collector that all taxes are paid to date.
