No structure shall hereafter be erected, nor land used, or change made in the use of any land or structure within the Borough of Paramus, unless the owners, his agent or contractor shall have first made the application to the Zoning Officer of the Borough of Paramus for a zoning permit. No zoning permit shall be granted unless the Zoning Officer shall have reviewed the permit application and determined that the proposed structure or use is permitted by the Zoning Ordinance of the Borough of Paramus. Application for a zoning permit shall be made on a form adopted by the Zoning Officer.

At the time of filing a zoning permit application with the Borough of Paramus, the applicant shall pay a nonrefundable zoning review fee for residential zoning permit applications, commercial zoning permit applications, and commercial zoning verification requests. Applicants shall be required to submit the following fees:
A. 
Zoning review fee for residential applications: $35. A fee is to be charged only for new dwellings, additions, add-a-levels, dormers, decks and pools.
B. 
Zoning review fee for commercial applications: $300. This fee is applicable for new buildings, additions, and site plan review.
C. 
Zoning verification letter: $50. This fee is applicable for each request for a zone verification within the Borough of Paramus.
The zoning permit requirement established by this article is independent of and does not supplant the requirements of any ordinance including, but not limited to, Chapters 77 Land Use Procedures; 197 Certificates of Compliance and Continued Certificates of Occupancy; 203 Construction Codes; 213 Drainage and Environmental Protection; 229 Fees, Land Use; 367 Signs; 371 Site Plan Review; 387 Subdivision of Land; or 429 Zoning.
