Every administrative department of the City shall be under the supervision and control of the City Manager.
All officers and directors of departments shall be appointed or removed by the City Manager, unless otherwise provided by the Illinois Compiled Statutes. The City Manager shall report to the City Council such appointments, or removal from any position, made by him/her as soon as possible after the appointment or removal.
All departmental employees, unless otherwise provided by the Illinois Compiled Statutes, shall be hired or discharged by the City Manager, provided that the City Manager may delegate to any other official or employee the authority to hire or discharge any departmental employee. The City Manager shall determine the salary at which each employee shall be hired, subject to the provisions of Chapter 115, Salaries, of this Code.
No appointment shall be made on any basis other than that of merit and fitness.
All departmental directors, officers and employees shall perform their duties subject to the direction of the City Manager or that of the superior to whom the Manager may assign such employee.
Individual members of the City Council shall not direct or request the City Manager or any of his/her subordinates to appoint, employ, or remove any person from office or employment, or in any manner attempt to dictate the appointment or removal of any officer or employee in the administrative service of the City. Except for the purpose of inquiry, members of the City Council shall deal with the administrative service solely through the City Manager, and no Council member shall give orders to any subordinates of the City Manager, either publicly or privately.
