As used in this chapter, the following terms
shall have the meanings indicated:
CRUISING
Driving a motor vehicle past a traffic control point in the
designated area more than twice in any two-hour period between the
hours of 7:00 p.m. and 5:00 a.m. Passing a designated control point
a third time under the aforesaid conditions shall constitute unnecessary
repetitive driving and cruising.
DESIGNATED AREAS
All of those portions of U.S. Route 14 as follows:
A.
Between Illinois Route 176 to Dole Avenue;
B.
Between Dole Avenue and McHenry Avenue;
C.
Between McHenry Avenue and Keith Avenue;
D.
Between Keith Avenue and Main Street;
E.
Between Main Street and Sands Road.
TRAFFIC CONTROL POINT
A reference point within or adjacent to a designated area
selected by a police officer for the purpose of determining unnecessary
repetitive driving and cruising.
It shall be unlawful for any person to cruise
in the restricted areas during the enforcement period. Signs indicating
that cruising is prohibited shall be posted at periodic intervals
immediately adjacent to the restricted areas. Such signs shall state
substantially as follows: "No Cruising 7:00 p.m. to 5:00 a.m."
This chapter shall not apply to:
A. Any publicly owned vehicle of any City, county, state,
federal or other governmental unit while the vehicle is being operated
for official purposes of the governmental purposes of the governmental
unit.
B. Any authorized emergency vehicle.
C. Any taxicabs for hire, public transit buses, other
vehicles being operated for business purposes or other public transportation
vehicle and any other vehicle being operated for delivery purposes.

Any person violating any of the provisions of this chapter shall be fined as set forth in Chapter
248, Fines, for each offense. A separate offense shall be deemed committed each day during or on which a violation continues or occurs.
