The following rules and regulations are hereby
established, and it shall be unlawful to violate any of said rules
and regulations.
A. No alcoholic beverage shall be consumed in or about
the City's parks, playgrounds and recreational areas, except in situations
where the City Council gives a special permit for a particular event.
B. No person shall be permitted in or about a City park,
playground or recreational area while under the influence of intoxicating
beverages, drugs or narcotics.
C. No camping shall be permitted in any park, playground,
or recreation area without being specifically permitted by the City
Council.
D. No person, other than Recreation Department or Public
Works personnel and/or other Public Safety personnel, while performing
their prescribed duties, shall drive or move any vehicle on any park,
playground or recreation area without specific authorization from
the City Administrator.
E. No person shall build, start or maintain a fire within
any City park, playground or recreation area except in those areas
where a grill, fireplace or fire has been provided and is maintained
for such purpose.
F. No person shall discharge any firearm, bow and arrow
or weapon within, in or on any of the City parks, playgrounds or recreation
areas.
G. No person shall play golf or practice golf within
or on any of the City parks, playgrounds or recreational areas.
H. No person shall take upon or use any mopeds or motorized
bikes of any description on or within any of the parks, playgrounds
or recreation area of the City.
I. No person shall operate any bicycle on or within any
park, playground or recreation area within the City.
J. No person shall disport or behave in a noisy and boisterous
manner, emitting loud cries or other noises, so as to inconvenience
others or otherwise disturb or disrupt the peace and dignity within
the parks, playgrounds and recreational areas.
K. No person shall deposit or leave any cans, ashes,
paper or other refuse within a City park, playground or recreational
area, except in those containers specifically provided and designated
for such use by the Public Works Department.
L. No person shall pick any flowers or foliage or cut
or break or dig up or in any way mutilate or injure any of the trees,
shrubs, plants, grass, railings, seats, fences, structures or any
other objects with a City park, playground or recreational area.
M. No person shall sell or solicit for sale any goods,
merchandise or services from any park, playground or recreational
area.
N. No person shall allow their dog or other pet to defecate
on any park, playground or recreational area. If this occurs, the
owner must remove such animal defecation immediately from said area
and dispose of it in a proper manner.
O. No person shall loiter, loaf, wander, stand or remain
idle, either alone or in consort with others in City parks.

P. No person shall urinate or defecate on any park, playground
or recreational area.

Q. No person, group or organization shall use any field
for organized activity without a permit from the Recreation Department.

The City parks and playgrounds are open from
10:00 a.m. until dusk. Parks and playgrounds with lights are permitted
to stay open at the discretion of the Recreation Director.
Persons wishing to use a park or playground
for a family picnic and park area must obtain a permit from the Recreation
Department. This permit will be issued without charge, upon application
by one person over the age of 18 years who shall indicate the names,
ages and relationship to the applicant of all persons in the applicant's
group. The permit shall be issued upon showing that at least 50% of
the persons in the applicant's group are Pleasantville residents.

Any person who violates the provisions of this
article shall, upon conviction, be subject to a fine of not less than
$100 nor more than $1,000, imprisonment for a term not exceeding 90
days and/or a period of community service not exceeding 90 days.
