Each violation of this chapter, any regulation,
order or ruling promulgated hereunder or of any permit issued hereunder
shall constitute a misdemeanor and shall be punishable by a fine of
not $1,000 or by imprisonment not exceeding one year, or by both such
fine and imprisonment; and each day such violation shall be permitted
to exist shall constitute a separate offense. The giving of written
notice is not a prerequisite for action under this section unless
the subject of the prosecution is for noncompliance with such notice.
In the event of any actual or impending violation
of this chapter, the Board of Trustees, in addition to other remedies,
may institute any appropriate action or proceedings to prevent, restrain,
correct or abate such violation.

If any clause, sentence, paragraph, subdivision,
section or other part of this chapter shall for any reason be adjudged
by any court of competent jurisdiction to be unconstitutional or otherwise
invalidated, such judgment shall not affect, impair or invalidate
the remainder of this chapter, and it shall be construed to have been
the legislative intent to enact this chapter without such unconstitutional,
unlawful or invalid parts therein.
