All representatives of the press and reporters may apply for a police
reporter's pass from the Chief of Police.
No person shall unlawfully make, use or possess a police reporter's
pass, nor shall any person obtain said pass by false or illegal means.

Any person violating any provision of this chapter shall be punished
by a fine of not more than $150 or not more than 15 days' imprisonment, or
both.
