By authority of ordinance and subsequent amendments
adopted by the City Council pursuant to the provisions of Article
3 of the General City Law of the State of New York, the City Planning
Commission is vested with the power and authority to approve new or
revised plats showing lots, blocks or sites, with or without streets,
within the City of Rochester, New York, and to approve the development
of plats, entirely or partially undeveloped and which have been filed
in the Office of the County Clerk prior to the appointment of the
Commission and the grant to such body of the power to approve plats.
The purpose of these regulations shall be to
provide rules, regulations and standards to guide land subdivision
within the City of Rochester in order to promote the public health,
safety, convenience and general welfare of the City. They shall be
administered to ensure the orderly growth and development, conservation,
protection and proper use of land and adequate provision for circulation,
utilities and services and to ensure that land utilized for building
purposes shall be without danger to health or peril from fire, flood
or other menace and that provision is made for adequate light and
air, fire protection, recreation areas and other amenities.
