Proposed amendments to this chapter shall be
first submitted to the Commission, which shall conduct an informational
meeting on the proposed amendment. Within 30 days following the conclusion
of the informational meeting, the Commission shall transmit to the
City Clerk for City Council its recommendation. The failure of the
Commission to act within 30 days following the conclusion of such
hearing shall be deemed a recommendation for the approval of the proposed
amendment as submitted. Within 40 days of the receipt by the City
Clerk of the Commission's recommendation, or its failure to act as
above provided, the City Council shall conduct a public hearing and
may then either refuse to enact the amendment or adopt the proposed
amendment, with or without modifications. At least five days' notice
of such public hearing shall be published at least once in a newspaper
of general circulation. Failure of the Council to act on the proposed
amendment within 30 days after the public hearing shall be deemed
a refusal of the amendment.
