In 2004, the Town Board of Town of Southampton unveiled a Transportation
Element as an update to the Town's Comprehensive Plan Update. This Plan
recommends the establishment of a Transportation Commission and a full-time
Executive Director/Transportation Coordinator. This individual will act to
facilitate short-term street and safety improvements and promote long-range
transportation planning initiatives found in the recently adopted Southampton
Intermodel Study.
As used in this chapter, the following terms shall have the meanings
indicated:
TOWN COMMISSIONER OF PUBLIC WORKS
The Commissioner of Public Works for the Town of Southampton who
oversees the improvement and maintenance projects under the jurisdiction of
the Town Highway Superintendent, as well as capital improvements, public works
projects, traffic safety and engineering matters.
TOWN DEPARTMENT OF LAND MANAGEMENT
The Department within the Town which handles land use, zoning, and
planning studies on behalf of the Town Board and Town agencies, processes
development applications in accordance with the provisions of the Town Code,
and provides professional support relative to implementation of the Town's
Comprehensive Plan. The technical and administrative staff and functions of
the Department of Land Management are organized by Divisions including but
not limited to Long Range Planning, Planning, Building and Zoning, Environment,
Community Preservation and Intermodal Transportation.
TOWN DEPARTMENT OF PUBLIC WORKS
The Department within the Town that handles public works projects,
improvement and maintenance projects as well as capital improvements, public
works projects, traffic safety and engineering matters.
TRANSPORTATION COMMISSION
An Advisory Commission to assist with steering implementation of
the Town's goals, objectives, plans and policies related to the Town's
Transportation Plan.
TRANSPORTATION COORDINATOR
An employee appointed by the Town Board to act in the capacity of
Executive Director of the Transportation Commission for the Town of Southampton.
TRANSPORTATION PLAN
The Transportation Element of the Town's updated Master Plan,
which includes the Southampton Intermodal Transportation Study.
There is hereby created the Transportation Commission for the Town of
Southampton which shall be comprised of an advisory committee (hereinafter
referred to as the "Transportation Commission") and an executive director
(hereinafter referred to as the "Transportation Coordinator"). The Transportation
Commission shall serve as an advisory committee to the Town Board, and the
Office of the Transportation Commission shall be under the organizational
structure of the Town's Department of Land Management for coordination
purposes.
The Transportation Commission shall have the following objectives, powers
and duties:
A. Implementation of community planning objectives related
to transportation: assist the Town Board, Department of Land Management, and
Transportation Coordinator with the establishment and implementation of transportation
plans, priorities, policies, projects and programs.
B. Coordination with other jurisdictions; regional advocacy
/ outreach: assist the Town Board and Department of Land Management with coordination
needs and regional advocacy /outreach with other jurisdictions, including
but not limited to the New York State Department of Transportation (NYSDOT),
Suffolk County Department of Public Works (SCDPW), Long Island Rail Road (LIRR),
adjoining villages and towns, as well as the Town Police Department, Town
Highway Department, and the Town Department of Public Works Division of Engineering
responsible for Town traffic safety.
C. Research: assist the Town Board, Department of Land Management,
and Transportation Commission with research necessary concerning transportation
matters, including traffic-calming techniques, transit-oriented development
strategies and other policies, best management practices, financing matters
and efficiency analysis related to transportation used in other jurisdictions
both regionally and globally.
D. Reports and recommendations: provide reports on various
matters pertaining to transportation referred by the Town Board, Planning
Board, or other agencies of the Town, county, state, or adjoining jurisdictions.
The Transportation Commission may also provide other reports to the Town Board
and other agencies related to transportation matters from time to time.
E. Annual report. The Transportation Commission shall file
an annual report with the Town Board by January 1 of each year.
The Transportation Coordinator shall have such duties as the Town Board
may from time to time prescribe, including but not limited to the following:
A. Lead the implementation of strategies recommended by
the Transportation Element Comprehensive Plan Update.
B. Serve as the executive director for the Transportation
Commission, including all required coordination needs of the Transportation
Commission for meetings, agendas, and correspondence.
C. Assist the Town Board, Department of Land Management,
and Transportation Commission with the establishment and implementation of
transportation plans, priorities, policies, projects and programs, including
recommendations to engage the services of consultants for research purposes.
D. Assist the Town Board, Department of Land Management,
and Transportation Commission with coordination needs with other jurisdictions,
including but not limited to the New York State Department of Transportation
(NYSDOT), Suffolk County Department of Public Works (SCDPW), Long Island Rail
Road (LIRR), Town Department of Public Works (Division of Engineering, responsible
for Town traffic safety), Town Highway Department, Town Police Department,
and adjoining villages and towns.
E. Represent the Town on various transportation-oriented
committees, task forces and forums, including but not limited to the Sustainable
East End Development Strategy SEEDS project or as part of a hamlet study or
other planning study being facilitated by the Town Department of Land Management.
F. Serve as the Town's primary contact for residents,
businesses, and others requiring assistance or seeking information concerning
transportation and traffic safety matters within the Town.
G. Serve as the primary contact for the Transportation Commission
and the Town Department of Land Management for outside consultants engaged
by the Transportation Commission or the Department of Land Management in connection
with implementation of transportation plans, priorities, policies, projects
and programs. Outside consultants engaged by the Town Department of Public
Works Division of Engineering, responsible for Town traffic safety, for specific
Town capital projects or planning review functions shall not be required to
coordinate through the Transportation Coordinator, unless authorized by the
Commissioner of Public Works.
H. Work with the private sector resources in the business
community and private transportation providers in the Town to facilitate greater
public/private cooperation to facilitate improvements and increased transit
options within the Town's intermodal transportation network.
I. Under the direction of the Town Department of Land Management,
review all matters pertaining to transportation arising within the divisions
or agencies of the Department or referred to the Department.
J. Provide reports on various matters pertaining to transportation
referred by the Town Board, Planning Board, or other agencies or committees
of the Town, county, state, or adjoining jurisdictions, as such pertains to
the Town's Transportation Element Comprehensive Plan Update.
K. Coordinate with the Town Department of Public Works /
Division of Engineering for technical needs pertaining to traffic safety,
traffic engineering, access management, bus shelters, bicycle lanes, traffic
devices, sidewalks, streetlighting, and other matters within the purview of
the Division.
L. Compile an annual report for the Transportation Commission
and other reports related to transportation matters from time to time.
M. Present findings and other reports on behalf of the Transportation
Commission to the Town Board and other agencies or committees of the Town,
county, state, or adjoining jurisdictions.
The Transportation Coordinator shall independently prepare correspondence
and reports as required. The Department of Land Management shall provide administrative
and clerical support as necessary (i.e., minutes, budgetary matters, etc.)
