It shall be the duty of any animal control officer, ordinance inspector
or police officer to administer and enforce the provisions of this chapter.
Any officer authorized to administer and enforce this chapter may lawfully take possession of any animal in an animal shelter which, for more than 12 successive hours, has been confined or kept under conditions which violate the standards enumerated in Article
II of this chapter, provided that a complaint stating just and reasonable grounds is made under oath or affirmation to any magistrate authorized to issue warrants in criminal cases and that such warrant authorizing entry and search is issued and delivered by such magistrate; if just and reasonable cause is shown, the magistrate shall immediately issue a warrant.
