As used in this chapter, the following terms
shall have the meanings indicated:
EXPEDITED BASIS
Where an action deadline is 62 days, the Planning Board shall act within 30 days, subject to appropriate revisions to Chapter
330, Zoning, and Chapter
292, Subdivision of Land.
SOLAR ELECTRIC SYSTEM or PHOTOVOLTAIC (PV) SYSTEM
A system wherein sunlight is directly converted into electricity
through solar module panels wired in series or parallel to provide
DC electricity which is then converted to a 120-240 volt AC power
for on-site usage.
SOLAR HOT WATER SYSTEM
A system in which water is heated by the use of solar energy.
Generally, such systems are composed of solar thermal collectors and
utilize a fluid system to move heat from the collector to its point
of usage.
A. Eligibility.
(1) In order to claim the rebate established by this section,
the eligible individual or commercial entity must install a solar
electric or solar hot water system in compliance with all state and
local laws and codes.
(2) In order to claim the rebate established by this chapter,
the eligible individual or entity must have actually purchased, or
financed to own, such solar electric or solar hot water system and
shall follow the procedure for rebate set forth below.
B. Procedure for rebate.
(1) Commercial applications: In the event a site plan
or amended site plan is needed prior to the issuance of a building
permit, said building permit fee shall be waived and the review shall
be done on an expedited basis.
(2) Residential subdivision applications. In the event of any residential
subdivision application where all resultant dwellings will derive
50% or more of their total energy consumption from solar energy sources,
the building permit fee shall be waived and review shall be done on
an expedited basis.
(3) Upon approval of a site plan or amended site plan
or in the case of a residential installation, and prior to installation,
the applicant must submit a building permit application to the Chief
Building Inspector indicating therein a description of the system
to be installed, placement and installation details.
(4) The applicant must also submit an electrical application.
(5) Upon completion of the installation, the applicant
shall obtain both a certificate of compliance and an electrical certificate
from the Chief Building Inspector or other authorized personnel. Additionally,
whether commercial or residential, the applicant must fill out a Form
W-9 and a Supplier Master File Maintenance Form in order to receive
the rebate reimbursement.
(6) The applicant shall submit the documents in Subsections
B(1) through
(5) above and a paid invoice to the Chief Building Inspector, or other authorized personnel, to claim the rebate established by this chapter.
(7) Upon review and approval by the Chief Building Inspector,
payment of the rebate shall be made by the Town Comptroller.
(8) The rebate availability is on a first-come, first-served
basis, based upon the presentation of the aforedescribed documentation.
C. Rebate amount and availability. The total sum value
of the rebate described in this chapter is $100,000. A rebate of $350
for each kilowatt ($350/kw) of the solar electric system installed
may be disbursed to a property owner producing the requisite documentation,
but no disbursement shall exceed $3,500 (or a ten-kilowatt system).
A rebate of $500 for the installation of a solar hot water system
may be disbursed to a property owner producing the requisite documentation.
Said rebates shall be given on a first-come first-serve basis.
D. Rebate expiration. Eligible individuals or entities
shall have until December 31, 2014, to install an eligible solar electric
or solar hot water system to claim the rebate described in this chapter.
Thereafter, this chapter shall expire and have no further force and
effect.
