This article shall be cited and may be referred to hereinafter as the "Parking on Private Property Law."
The Board of the Town of Southampton hereby finds that parking of vehicles on private property without the owner's permission is creating extreme problems with the preservation of property of the Town and its inhabitants.
This article shall apply to all unincorporated areas within the Town of Southampton.
The provisions of this article shall promote the health, safety, morals or general welfare of the community, including the protection and preservation of the property of the Town and its inhabitants and the peace and good order of the Town of Southampton.

A. 
The parking of any vehicle on private property without the property owner's specific permission, in writing, is hereby prohibited.
B. 
Unless permitted by a certificate of occupancy, the offering for sale of any vehicle not registered to the property owner where the vehicle is parked is prohibited.
