In accordance with and pursuant to the authority
vested in the Town of Old Saybrook by its Charter and the State of
Connecticut Home Rule Act, there is hereby established in the Town
of Old Saybrook a Youth and Family Services Commission.
Said Commission shall consist of nine members
subject to the following requirements:
A. At-large members. Three members of said Youth and
Family Services Commission shall be electors of the Town of Old Saybrook,
none of whom shall be a member of the Parks and Recreation Commission
or the Public Health Nursing Board. Said members shall be appointed
to the Commission by the Board of Selectmen of the Town of Old Saybrook,
each to serve for a term of four years.
B. Ex officio member. The Town of Old Saybrook Police
Youth Officer shall be a member of the Youth and Family Services Commission.
C. Participating Commission members. The Parks and Recreation
Commission and the Public Health Nursing Board shall each be entitled
to appoint one member of the Youth and Family Services Commission,
which member shall serve in such capacity at the pleasure of the participating
commission. Said appointed member need not be a regular or alternate
member of the participating commission so appointing him or her.
D. Student members. Two members of the Youth and Family
Services Commission shall be representatives of the Old Saybrook Senior
High School. Said representatives shall be appointed by the Youth
and Family Services Commission and shall be students in good standing
of the Town of Old Saybrook.
E. School system member. One member of the Youth and
Family Services Commission shall be a school system member. He or
she shall be a teacher, administrator or employee of the Old Saybrook
School system. Said representative shall be appointed by the Youth
and Family Services Commission.

Appointments to the Youth and Family Services
Commission shall be for terms of four years, beginning on the first
day of September. In the event that a vacancy shall occur with regard
to an at-large member, the Board of Selectmen shall appoint a member
to fill said vacancy for the unexpired portion of the term. Unless
otherwise provided in this article, all appointments to the Commission
to fill vacancies shall be made by the responsible appointing authority
within 60 days next following the occurrence of the vacancy.
The Youth and Family Services Commission shall
concern itself with all aspects of life that affect youth, their families
and the community. The Commission will review the goals and objectives,
programs, budget and employment of qualified personnel of the Youth
and Family Services Bureau. It shall coordinate youth-serving systems
within the Town of Old Saybrook, analyze existing needs and proposed
ways of meeting them, develop alternative resources to Juvenile Court
and develop programs within the community for training individuals
working directly with youth or youth-related problems.
