As used in this article, the following terms shall have the meanings
indicated:
BICYCLE
Every pedalled vehicle propelled solely by human power, upon which
any person may ride, except a child's tricycle and similar devices.
No person shall park a bicycle upon a street other than upon the roadway,
parallel to the curb, or upon the sidewalk in a rack to support the bicycle,
or against a building, or at the curb, in such manner as to afford the least
obstruction to pedestrian traffic.
No parent or guardian of a minor shall authorize or knowingly permit
the child to violate any provision of this article.

Each operator of a bicycle who violates the provisions of this article
may be given a notice of the violation by any police officer who discovers
such violation, and the operator may, on or before the closing of the next
business day following the receipt of such notice, pay to the District Court,
Traffic Violations Bureau, as a penalty for and in full satisfaction of such
violation, the sum of $3. Any operator who fails to make payment within 24
hours shall, upon conviction thereof, be subject to a fine of not more than
$25.

As used in this article, the following terms shall have the meanings
indicated:
SKATEBOARD, ROLLER BLADES or OTHER SIMILAR DEVICE
Every vehicle propelled solely by human power upon which a person may ride, and shall include skateboards, in-line skates, roller skates, unicycles, scooters, and all other similar devices, except bicycles, which are regulated by Article
I above, and wheelchairs, young children's tricycles, and similar devices used to transport young children.
It shall be unlawful for any person to use or ride a skateboard, roller
blades or similar device upon the following:
A. Sidewalks and public ways within the Main Street business
district from Library Hill to Globe Plaza, including one block east and west
from Main Street.
B. Public places set forth below: Downtown parking lots,
City parking garages, City Hall Plaza, Library Plaza, 14 Court Street, the
bus terminal area, and Elm Street Junior High School.
Each operator of a skateboard, roller blades or other similar device
who violates a provision of this article may be given a citation by any police
officer who discovers such violation and, upon conviction thereof, shall be
subject to a fine of not more than $25.
