No person shall transport any sand, loam, gravel or waste material in a truck, trailer, automobile, carriage or vehicle of any description, motorized or otherwise, on the City streets, whether going to or returning from a sanitary landfill or in transit through or to any other point in the City, unless the sand, gravel, loam or waste material being transported is adequately covered and tied down with a canvas covering or other similar covering so as to prevent any sand, gravel, loam or waste material being transported from falling out if the vehicle is of the covered type, unless the doors of the vehicle shall be kept closed or that part of the vehicle which remains open shall be blocked with a canvas covering or similar covering so as to prevent any sand, loam, gravel or waste material being transported from falling out of the vehicle or being blown out into the streets.
Any person who shall violate or cause to be violated any provision of this section shall, upon conviction thereof, be punished as provided in § 1-12 of the City Code.
