[Adopted 12-26-1969 as Ch. 2 of the 1969 Code]
The office of Administrator is hereby created in and for the Township of Colts Neck pursuant to the provisions of this article.
The Administrator shall be appointed by the Township Committee of said township and shall hold office until December 31 next following his or her appointment. Any vacancy in said office shall be filled by appointment of the Township Committee for the unexpired portion of the term only.
The Administrator shall be chosen solely upon the basis of his or her executive and administrative qualifications, with special reference to his or her actual experience in, or his or her knowledge of, accepted practice in respect to the duties of his or her office as hereinafter set forth. At the time of his or her appointment, he or she need not be a resident of the municipality or state. During his or her tenure of office, he or she may reside outside the municipality only with the approval of the Township Committee, which approval, if granted, shall extend through the term of his or her appointment.
The Administrator shall receive as salary such sums as may be fixed and adopted by the Township Committee in the annual Salary Ordinance of the township.[1]

The Administrator shall be the chief administrative officer of the Township of Colts Neck and at all times be under the supervision of and responsible to the Township Committee for all actions relevant to the duties and responsibilities of said office to the extent not prohibited by law.
The Administrator for the purpose of carrying out his or her responsibilities shall develop, promulgate and implement, with the approval of the Township Committee, sound administrative, personnel and purchasing practices and procedures for all departments, offices and agencies of the Township of Colts Neck, and shall to that end:
A. 
Study, recommend, implement and supervise the personnel organization, administrative procedures, purchasing procedures, financial procedures and the policies of the township relative thereto following consultation with department heads, officers and with the approval and authorization of the Township Committee.
B. 
Study, recommend, implement and supervise procedures and policies of the township, its departments and officers for the receipt, dissemination and collation of information and communications and the responses thereto, following consultation with department heads, officers and the Township Committee.
C. 
Study, recommend, implement and supervise procedures and policies of the township and its departments for the coordination, compiling, editing and prompt dissemination and release of public information upon the recommendation and authorization of the Township Committee.
D. 
Make studies and surveys of such municipal problems of the Township of Colts Neck as shall be assigned to him or her from time to time by the Township Committee, and prepare and submit written reports of his or her findings and determinations to the Township Committee for its consideration and action. He or she shall be responsible to see that any complaints concerning the functions and obligations of the Township of Colts Neck made by any of its residents, citizens or taxpayers are promptly attended to and a written record kept of such complaints when made, and when and what action was taken in response thereto, and present a copy of said written record to each member of the Township Committee.
E. 
Conduct a continuous study of all activities and operations of the township government and recommend such changes as he or she shall deem necessary to increase the efficiency and effectiveness of the township government.
F. 
Assist the Township Committee in the preparation of the annual township operating and capital budgets to be considered and adopted by the Township Committee.
G. 
Maintain records of all property owned by the township and have custody of all municipal property, real and personal, not assigned to any other department or office.
H. 
Assign office space, furniture and facilities among and with the department.
I. 
Refer all requests for municipal services to the appropriate department or officer.
J. 
Attend all public meetings of the Township Committee and any other meetings wherever such meetings may be held when so requested by the Township Committee.
K. 
Keep the Township Committee informed as to federal aid projects, state aid projects and any other aid programs for which the Township of Colts Neck may qualify.
L. 
Perform such other duties as may be from time to time specifically assigned to him or her by the Township Committee.
Nothing in this article shall derogate from or authorize the Administrator to exercise the powers and duties of the elected and appointed officials and employees.
