There is hereby created the position of Chief Finance Officer in the Township of Colts Neck.
The Chief Finance Officer shall serve the Township of Colts Neck and maintain his or her position at the pleasure and will of the Township Committee until such time as he or she attains tenure under state statute.
To qualify to be appointed as Chief Finance Officer in Colts Neck Township, a candidate must possess a Municipal Finance Officer's certificate issued by the New Jersey Department of Community Affairs, Division of Local Government Services. No person shall be appointed to the position of Chief Finance Officer unless he or she holds said certificate.
The Chief Finance Officer shall be responsible for directing and managing the fiscal affairs of Colts Neck Township, including but not limited to recording all financial transactions; paying all bills; preparing payroll checks; investing township funds; certifying availability of funds prior to bid award; preparing the temporary budget; preparing transfer of funds resolutions; assuring that no account is overspent; creating and supervising a chart of accounts; assisting the Township Auditor and Township Attorney in preparing bond ordinances and related materials; assuring that all purchases made with township funds are authorized and appropriate; assuring that all debt is retired in a timely and efficient manner; and providing liaisons to the state government and other entities regarding township financial matters.
