The Township Committee hereby establishes the office of Township
Administrator. The Township Committee shall appoint an individual
to serve on a full or part-time basis as set forth in the resolution
of appointment of the Township Committee.

A. The
powers and duties of the Township Administrator shall be as follows:

(1) To execute administrative policy decisions of the Township Committee
(2) To supervise the day-to-day administration of non-Police-Department
personnel as permitted by law; to recommend personnel policies to
the Township Committee that include:
(a) An employee evaluation plan.
(b) An employee compensation and benefits plan.
(c) Preparation and publication of an employee handbook.
(e) Employee hiring, termination and disciplinary actions.
(3) To assist in the preparation of the budget; to serve as the focal
point for collection and organization of departmental budget proposals;
to ensure that the budget, as adopted, is being properly adhered to
by all departments in conjunction with the Auditor and Chief Financial
Officer.
(4) To supervise purchasing and expenditure accounting procedures as
established by the Township Committee, Township Code and state law
pertinent to Township administration; to serve as approval authority
for purchases prior to assignment of a purchase order number.
(5) To serve as a liaison between the Township Committee, other governmental
units of the Township, state and county and the public.
(6) To establish goals and objectives for subordinate departments (in
accordance with the Westampton Township organizational chart); to
determine standards of performance and resolve work schedule and project
priority issues, when necessary, to ensure the necessary functioning
of Township departments.
(7) To serve as administrative official as follows:
(a) Administer contracts entered into by the Township to ensure compliance.
(b) Recommend office space allocations as directed by the Township Committee.
(c) Provide for the purchase, issue and safeguard of non-police supplies
and equipment.
(8) To perform other duties as directed by the Township Committee and
in accordance with N.J.S.A. Titles 19, 40 and 40A.
B. Annex A: Secretary of the Municipal Corporation. The
secretary of the municipal corporation shall:
(1) Maintain custody of the Municipal Seal.
(2) Act as official township signatory; attest municipal
officials' signatures.
(3) Receive and maintain legal documents, bonds and insurance
policies.
C. Annex B: Secretary of the Township Committee. The
secretary of the Township Committee shall attend all regular and special
Township Committee meetings except when prevented by illness, personal
emergency or vacation; and cause the following to be performed:
(1) Preparation and maintenance of Township Committee
meeting official minutes.
(2) Proper handling of municipal correspondence.
(3) Processing, recording, filing and advertising of ordinances,
the municipal budget, bids for municipal equipment and supplies and,
when necessary, resolutions.
(4) Maintenance of official records not specifically handled
by other departments.
D. Annex C: Election Official. The election official
shall:
(1) Provide for voter registration.
(2) Receive and maintain nominating petitions and certify
local candidates nominated by petition to the County Clerk.
(4) Receive and maintain election results.
(5) Certify persons elected to partisan county committee
offices in each election district.
(6) Certify persons elected to local office at the primary
and general elections.
E. Annex D: Administrative Official. The administrative
official shall:
(1) Administer contracts entered into by the township
to ensure compliance.
(2) Recommend office space allocations as directed by
the Township Committee.
(3) Provide for the issuance of licenses issued by the
township.
(4) Provide for the purchase, issue and safeguard of nonpolice
supplies and equipment.
The Township Committee hereby declares that
the salary of the Township Clerk/Administrator shall be established
by the Township Committee by way of the Salary Ordinance.
