Pursuant to N.J.S.A. 26:3-1, a Board of Health is hereby established in the Township of Westampton and shall be known as the "Westampton Township Board of Health."
The Township Committee, pursuant to N.J.S.A. 26:3-9b, hereby adopts the provisions of Subdivision B of Article 1 of the Local Boards of Health Act, N.J.S.A. 26:3-1 et seq. The aforesaid Board of Health shall consist of five residents of the township appointed by the governing body to serve for terms of two years from January 1 of the year of their appointment. The terms of the members first appointed may be up to two years in duration and shall be so determined that to the greatest extent practicable, the expiration of such terms shall be distributed evenly over the first two years after their appointments, provided that the initial term of no member shall exceed two years. Thereafter, the term of each member shall be two years. A vacancy occurring otherwise than by expiration of term shall be filled for the unexpired term only.
The governing body may appoint up to two alternate members who must be residents of the Township of Westampton. Alternate members shall be designated by the Mayor at the time of their appointment as "Alternate No. 1" and as "Alternate No. 2." The terms of any such alternate members shall not exceed two years. Alternate members may participate in discussions of the proceedings but may not vote, except in the absence or disqualification of a regular member. A vote shall not be delayed in order that a regular member may vote instead of an alternate member. In the event that a choice must be made as to which alternate member is to vote, Alternate No. 1 shall vote.
The aforesaid Board of Health shall have, possess and exercise all of the functions, powers, duties and jurisdiction of a Board of Health as prescribed by N.J.S.A. 26:3-1 et seq. or other applicable law.
A.
At least one regular meeting shall be held in each year. Special meetings may be called at any time on the request of any two Board members.
B.
