No person shall discard, deposit, throw or leave any wastepaper, tin cans, bottles, garbage, waste, trash or refuse of any kind whatsoever upon any public street, road, avenue, park or other public place.
As used in this chapter, the following terms shall have the meanings indicated:
NEWSPAPER
Any newspaper of general circulation (as defined by general law), any newspaper duly entered with the Post Office Department of the United States in accordance with federal statute or regulation and any newspaper filed and recorded with any recording officer as provided by general law. In addition thereto, "newspaper" shall mean and include any periodical or current magazine regularly published with not less than four issues per year and sold to the public. The term "newspaper" shall not include publications delivered free of charge, not at the request of the property owner, which consist primarily of advertising material. Such publications are, for the purposes of this chapter, to be considered handbills.
A. 
No person shall throw or deposit any handbill in or upon any sidewalk, street or other public place within the township, nor shall any person hand out, distribute or sell any handbill in any public place; provided, however, that it shall not be unlawful for any person to hand out or distribute, without charge to the receiver thereof, any handbill to any person willing to accept it.
B. 
No person shall throw or deposit any handbill in or upon any vehicle; provided, however, that it shall not be unlawful in any public place for a person to hand out or distribute, without charge to the receiver thereof, a handbill to any occupant of a vehicle who is willing to accept it.
C. 
No person shall throw or deposit any handbill in or upon any private premises which are temporarily or continually uninhabited or vacant.
D. 
No person shall throw, deposit or distribute any handbill upon any private premises if requested by anyone therein not to do so or if there is placed on said premises in a conspicuous position near the entrance thereof a sign bearing the words "No Trespassing," "No Peddlers or Agents," "No Advertisement" or any similar notice indicating in any manner that the occupants of said premises do not desire to be molested or have their rights of privacy disturbed or to have any such handbills left upon such premises.
E. 
No person shall throw, deposit or distribute or cause to be thrown, deposited or distributed any handbill in or upon private premises which are inhabited, if the owner of said premises has either posted said premises as specified in Subsection D or notified the publisher or distributor of said handbill, by certified mail, return receipt requested, that no handbills are to be delivered to said premises. In the case of premises which are not posted and for which no notice has been sent, a person may place or deposit handbills thereupon, being careful to secure same and prevent such handbill from being blown or drifting about such premises or sidewalks or streets or other public places; mailboxes may not be so used when so prohibited by federal postal law or regulations.
F. 
Exemptions.
(1) 
The provisions of Subsections D and E shall not apply to the distribution of mail by the United States nor to newspapers, as defined herein, except that newspapers shall be placed on private property in such a manner as to prevent their being carried or deposited by the elements upon any street, sidewalk or other public place or upon private property.
(2) 
The provisions of Subsections D and E shall not apply to the distribution of any handbill, the entire contents of which consists solely of religious written matter.
No person shall post or affix any notice, poster or other paper or device calculated to attract the attention of the public to any lamppost, public utility pole or shade tree or upon any public structure or building, except as may be authorized or required by law.

No person shall:
A. 
Discard or dump any household or commercial solid waste in any place not specifically designated for the purpose of solid waste storage or disposal.
B. 
Store any bulky household items, such as appliances, furniture or mattresses or tires except in a fully enclosed structure in any residential area of the township.

All vehicles shall be covered so as to prevent the dropping, leaking or otherwise escaping of the vehicle's load.

No person shall cause the accumulation of debris on or around a construction site or shall store the same in such a manner that it is likely to be removed by natural forces onto adjacent property.

No person shall cause or allow open or overflowing commercial, industrial or residential waste disposal bins.

Every owner, lessee, tenant, occupant or person in charge of any building or structure shall keep and cause to be kept the sidewalk and curb abutting his building or structure free from obstruction and nuisances of every kind and shall keep said sidewalks, areaways, backyards, courts and alleys free from litter and other offensive material.

No person shall sweep or deposit into any gutter, street, catch basin or other public place any accumulation of litter from any public or private sidewalk or driveway. All such sweepings shall be collected and properly containerized for disposal.

Litter receptacles shall be required and serviced in the following public places by the proprietors of said places or sponsors of said events: sidewalks used by pedestrians in active retail, commercially zoned areas, such that at a minimum there shall be no single linear quarter-mile without a receptacle, buildings held out for use by the public, including but not limited to government buildings, railroad and bus stations, parks, drive-in restaurants, all vendor locations, self-service refreshment areas, construction sites, gasoline service station islands, shopping centers, parking lots, campgrounds and trailer parks, marinas, boat moorage and fueling stations, boat launching areas, public and private piers operated for public use, beaches and bathing areas and at special events to which the public is invited, including sporting events, parades, carnivals, circuses and festivals.

Nothing contained herein shall be interpreted to prohibit normal farming and agricultural activities.
A. 
Any person, firm, corporation or other entity convicted of a violation of this chapter or any section thereof shall be punished by a fine of not less than $50 nor more than $100 if said conviction constitutes a first offense. For any second or subsequent offense, said person, firm, corporation or other entity shall be sentenced to a fine of not less than $100 nor more than $500 or a term of imprisonment not to exceed 90 days, or both, in the discretion of the sentencing court. In addition, any person, firm, corporation or other entity convicted of a violation of this chapter shall pay all expenses incurred for the removal of said fitter.
B. 
Each day that any violation hereunder shall continue shall be deemed a separate offense or violation.
