No person without authority and not a member of the Fire Department
acting under the orders of the Chief thereof shall open, use or tamper with
a fire hydrant without permission in writing from the Water Department or
Water Company, nor shall any person leave such a hydrant open for a longer
period than shall be limited in the permission or use water for other purposes
than shall have been authorized by the Water Department or Water Company.
No person shall in any manner obstruct the use of any fire hydrant or
shall allow any snow or ice to be thrown or piled upon or around the same
or shall place or allow to be placed any material or thing in front thereof,
from the curbline to the center of the street and to within ten (10) feet
from either side thereof.
