No person except the owners of the establishment, their agents and employees
shall be present in an area used to dispense alcoholic beverages or in any
establishment licensed to sell alcoholic beverages by the Commonwealth of
Pennsylvania in the Borough of Sayre 60 minutes after closing.
As used in this article, the following terms shall have the meanings
indicated:
The latest closing possible under Pennsylvania Liquor Control Board
regulations.
A.Â
Any person, firm or corporation who or which shall violate
or fail to comply with any of the provisions of this article shall, upon conviction,
be sentenced to pay a fine of not more than $600 and costs of prosecution
and, in default of payment of such fine and costs, be imprisoned for a term
not exceeding 30 days.

The continuation of such violation for each successive
day shall constitute a separate offense, and the person or persons allowing
or permitting the continuation of a violation may be punished as provided
above for each separate offense.

As used in this article, the following terms shall have the meanings
indicated:
Any open, unsealed, resealed or partially refilled container, can
or bottle containing an alcoholic beverage.
No person shall consume any alcoholic beverages within the limits of
the Borough of Sayre or have in his possession any open alcoholic beverage
container with unconsumed beverage therein while:
No person shall discard alcoholic beverage containers upon any public
street, lane, sidewalk, public parking lot or any other public place or upon
any private property not his own without the expressed permission of the owner.
Notwithstanding anything herein contained, the Borough of Sayre authorizes
the Sayre Borough Fire Board to serve and sell alcoholic beverages in areas
designated within the Borough of Sayre, provided that the Fire Board would
secure adequate insurance and necessary commonwealth licenses and permits
and the approval of the Borough Council.
