The purpose of the Light Commercial CL District is to create a buffer of lighter commercial use between commercial and residential districts primarily located on Keystone Avenue, Lehigh Avenue, and on the east side of Elmer Avenue between Packer Avenue and Hayden Street.
A. 
Permitted uses in the Light Commercial CL District are as follows:
(1) 
Art studios.
(2) 
Dressmaking or millinery shops.
(3) 
Barbershops and beauty parlors.
(4) 
Music or dance instruction.
(5) 
Real estate or insurance office.
(6) 
Professional office of a dentist, physician, lawyer, engineer, planner, accountant, architect.
(7) 
Bed-and-breakfast establishments (shall not accept customers after 11:00 p.m.).
(8) 
Gift shops.
(9) 
Book stores.
(10) 
Eating establishment. The maximum number of seats at the eating establishment shall be based on the number of off-street parking spaces available to the property as required under § 173-113, and are not to exceed the restriction for the occupants in the building as determined by the applicable Commercial Building Codes.

Personal service.

Specialty shops (sale of one particular type of merchandise, i.e., antiques).

B. 
Only one special use will be allowed per lot in this District. However, multi uses within this category may be allowed after review by the Zoning Board if the uses are compatible and there is sufficient lot size to accommodate the multiple uses.

The following special exceptions may be permitted by the Zoning Hearing Board, following review and comment by the Planning Commission, pursuant to standards and criteria as set forth in Articles XIV and XX herein:
A. 
Ambulance, fire and rescue.
B. 
Planned residential development.

The height of a principal building shall not exceed 40 feet.
Unless otherwise specified herein, lot area, lot width and impervious coverage requirements of the following dimensions shall be provided for each structure or use hereafter erected, established or altered for any use permitted within this district:
A. 
Lot area: 5,000 square feet.
B. 
Minimum lot width: 50 feet; depth: 100 feet.

C. 
Coverage regulations:
(1) 
Lot coverage shall not exceed 50%.
(2) 
At least 10% of the lot area shall be maintained in a vegetative cover.
The following setback regulations apply to all uses permitted within this district unless otherwise specified herein:
A. 
Front yard: none, except when abutting a residential district then it will be set back in accordance with the existing residential use.
B. 
Side yard:
(1) 
Each: 10 feet.
(2) 
Both: 20 feet.
C. 
Rear yard: will consist of at least a fifteen-foot-wide barrier between the residential neighborhood which will consist of screening and landscaping as provided for in this chapter.
D. 
Buffer yards shall be provided for in accordance with § 173-93 herein.
E. 
For permitted yard reductions, refer to § 173-92 herein.
Off-street parking and access shall be provided in accordance with Article XVI herein and the Bradford County Subdivision and Land Development Ordinance, as amended.
The following additional site design standards are applicable for any new construction within the Limited Commercial Residential District:
A. 
Off-street parking.
(1) 
Off-street parking shall be provided only at the side or to the rear of buildings.
B. 
Lighting.
(1) 
Lighting must be controlled in both height and intensity to maintain rural character.
(2) 
Light standards are restricted to a maximum of 15 feet in height.

(3) 
All lighting (except for security purposes) shall be turned off between the hours of 11:00 p.m. and 6:00 a.m. Exceptions will be granted for those businesses which operate during such hours.
C. 
Curbs and sidewalks.
(1) 
Curbs and sidewalks shall be required for all new construction and shall be installed in accordance with the Bradford County Subdivision and Land Development Ordinance, as amended, and in accordance with the Sayre Sidewalk Ordinance[1] more specifically built according to their specifications.

The property owner shall install a concrete sidewalk. Said sidewalk area shall not be paved with amecite or blacktop.
