The Board of Supervisors of Rappahannock County
hereby finds that an E-911 telephone system shall best serve the emergency
response needs of the citizens of Rappahannock County and will be
installed and that the telephone service providers within the community
(Central Telephone of Virginia and C&P Telephone) possess central
office equipment which will allow for the implementation of such a
system.
Pursuant to § 58.1-3813 of the Code
of Virginia, the County of Rappahannock, Virginia, does hereby impose
a surcharge of $2 per month on each telephone line now or hereafter
placed into service in Rappahannock County, except those maintained
by federal, state or local governmental agencies.
Proceeds from this surcharge shall be collected
by the telephone service provider as part of the regular monthly billing
and shall be remitted to the Treasurer of Rappahannock County, subject
to a 3% reduction in the total amount due to compensate the provider
for the expense of collection.
Funds collected under the terms of §
151-26 above shall be used solely to defray the initial capital, installation and maintenance costs of the E-911 emergency telephone system.
Upon successful installation of the E-911 emergency
telephone system and upon collection of surcharge revenues sufficient
to defray all initial capital and installation expenses, the telephone
line surcharge shall be reduced to a level sufficient to cover continued
maintenance costs only.
