Pursuant to the provisions of § 8-31a of the General Statutes,
the Town, having a duly constituted Planning Commission established pursuant
to the provisions of the Charter, hereby adopts Chapter 127 of the General
Statutes, as amended, and joins in the creation of the Regional Planning Authority
for the capital planning region as defined by the Director of the Office of
State Planning.
The Town shall have a number of representatives on the Board of the
Regional Planning Authority in accordance with § 8-31a of the General
Statutes. The Board of Directors is hereby authorized to appoint to the Board
of the Regional Planning Authority two electors of the Town. The Town Planning
Commission shall appoint one member. After the terms of the initial appointees
expire, all appointments shall be made for a period of three years and by
either the Board of Directors or the Town Planning Commission, whichever the
case may be, which made the appointment for the term then expiring. Appointees
under this section shall continue to serve after expiration of their term
until their successor is appointed and takes office. Appointees may be reappointed
for successive terms. If the representative appointed by the Town Planning
Commission is a member of the Town Planning Commission and if his membership
on the Town Planning Commission shall cease during his term as such representative,
then he shall be considered to have resigned from said Regional Planning Authority,
and the vacancy shall be filled by the Town Planning Commission. Terms of
office of initial appointees shall commence upon establishment of such Authority.
Any representative who is absent from three consecutive regular meetings
of the Regional Planning Authority and any intervening duly called special
meetings thereof shall be considered to have resigned from the Regional Planning
Authority, and the vacancy shall be filled by either the Board of Directors
or the Town Planning Commission, whichever the case may be, which made the
appointment to the office then vacated. The requirements of this section may
be waived where illness or other extenuating circumstances make it impossible
for a representative to meet the attendance requirement of this section.
