The Economic Development Commission shall be composed of nine members who shall be appointed by the General Manager and shall either be an elector of the Town or an owner and operator of a business in the Town. The initial appointees shall serve staggered terms, and thereafter members shall be appointed to serve for five years effective November first of each year. Any vacancy in the membership of the Commission shall be filled for the unexpired portion of the term by the General Manager.
The Economic Development Commission shall elect its own Chairman and such other officers as it shall from time to time determine.
The members of the Economic Development Commission shall receive no compensation for their services, but their necessary and actual expenses incurred in the performance of their official duties shall be paid by the Town within the limits of any appropriation made therefor.
The Economic Development Commission shall:
A. 
Study and investigate conditions affecting Manchester industry, business, commerce, agriculture, recreational and residential facilities, and promote and encourage the preservation, expansion and development of such industry, business, commerce, agriculture, recreation and residential facilities within the Town and the state.
B. 
Promote and encourage the location and development of new industry, business, commerce, agriculture, recreational and residential facilities in the Town.
C. 
Collect, compile and disseminate information relative to the natural and economic resources of the Town.
D. 
Cooperate with promotional and research groups and agencies, with agencies of the state and its political subdivisions and with agencies of the federal government, other states and towns, in the execution of its duties.
Meetings of the Economic Development Commission shall be held at least once a month and at such other times as the Commission shall determine. The Commission is empowered to adopt rules and regulations for putting into effect the provisions of this article, which rules and regulations shall not be inconsistent with the provisions hereof and which rules and regulations shall be approved by the Board of Directors.
The Economic Development Commission shall make a written report of its activities to the Board of Directors annually and such other special reports as the Board of Directors may request from time to time.
The Economic Development Commission is authorized to receive and, upon order of its Chairman, to pay over to the Town Treasurer any moneys from any source, including contributions made for the purposes of such Commission by individuals, corporations or associations, or any amounts from the sale of any printed matter or other material. Such receipts when so turned over to the Treasurer shall become part of the general fund of the Town, and the Commission is authorized upon the order of its Chairman and subject to the approval of the Comptroller to expend for its purposes such receipts. The Commission is further empowered to enter into contracts from time to time for the purposes of this article, such obligations to be met from any appropriation or other funds made available to it as herein provided.
