This chapter shall be known and may be cited as the "Insurance Risk Financing Program."
There are hereby established two funds under this program. They are to be known as:
A. 
Manchester Self-Insurance Program Fund (aka MSIP);
B. 
Town of Manchester Medical Insurance Fund (aka TOMMIF).
The funds shall be used for the following purposes:
A. 
The MSIP Fund shall be used for the purchase of insurance and services, payment of administrative costs under this program, and claims, and the accumulation of reserves for future costs in areas, including, but not limited to, compensation, auto liability and general liability;
B. 
The TOMMIF Fund shall be used for the purchase of insurance and services, payment of administrative costs, and claims, and the accumulation of reserves for future costs in areas, including health needs of Town employees and their dependents.
The Town's annual budget shall include allocations to the insurance risk financing program funds in amounts adequate to meet their purposes. Neither of the funds shall be reduced or used for purposes not provided for in § 51-3, Purposes of funds. This fund may be liquidated only by a decision of the Board of Directors to discontinue one or both of the self-insurance programs described in § 51-2, Establishment of self-insurance funds.
The insurance risk financing program shall be administered by the Finance Director under the general direction of the Town Manager, subject only to limitations imposed under the Charter relating to the Town Treasurer and Town Attorney.
