A. 
Notwithstanding any other provisions contained in this article, the following Town-owned properties shall be closed to public use daily from 10:00 p.m. to 6:00 a.m. of the following day; provided, however, that persons participating in tennis or basketball on any lighted courts in the below-mentioned areas or anyone participating in or attending any Town-sponsored athletic, recreational activities, meetings or cultural events shall not be in violation of this article:

Center Springs Park.
(2) 
Charter Oak Park.
(3) 
Center Park.
(4) 
Case Mountain recreation area.
(5) 
Globe Hollow swimming area.
(6) 
Saulter’s Pond pool and basketball court.
(7) 
Mount Nebo recreation area.
(8) 
All public school grounds within the Town.
(9) 
All swimming pool areas within the Town.
(10) 
All Town cemeteries.
(11) 
Nike Site recreation area.
(12) 
Oak Grove nature center area.
(13) 
Northwest Park.
(14) 
Union Pond Park.
(15) 
Hillstown Road recreation area.
(16) 
Kennedy Road recreation area.
(17) 
Hockanum River Linear Park.
(18) 
New State Road recreation area.
(19) 
Robertson Park.
B. 
Notwithstanding any other provisions contained in this article, there shall be no parking in any Town-owned parking lot or parking area between the hours of 2:00 a.m. and 6:00 a.m., with the exception of any parking spaces designated by the Downtown Special Services District for unrestricted parking in those parking lots operated by the District. There shall be an exemption from the provisions of this article for those motor vehicles owned by the Town of Manchester as well as motor vehicles owned by Town employees while performing their employment-related duties.
Any person violating the provisions of this article shall be penalized in accordance with § 1-2 of this Code.
