No person shall expose for sale by auction any goods or articles, except
provisions, charcoal, wood, the products of a farm and secondhand household
furniture in any town, city or borough of which he is not a resident, without
obtaining a license therefor.
This chapter does not apply to any auction conducted by any contract
for the state in accordance with any court order, under the provisions of
C.G.S. § 54-36b or C.G.S. § 54-36c and the sale of gold,
gold-plated ware, silver and silver-plated ware, platinum ware, watches, jewelry,
precious stones, cut glass or china which requires a license from the Commissioner
of Consumer Protection. Also excluded are any auctions held under the direction
of the administrator or executor of an estate or under any court order.

Upon the submission of a written application on the form provided and
the payment of a fee as provided by resolution of the Town Council, the Town
Manager may cause a license to issue.
The issuing authority may revoke a license if in his judgment it is
in the public interest to do so.
The license shall be displayed in a prominent location during the auction
covered by said license.

The license fee may be waived in the case of a nonprofit or charitable
organization or a municipal entity.

Any person who violates any provision of this chapter shall be fined
$25 per day, each day's continued violation to constitute a separate offense.
