Any owner, person, firm, company, or corporation
who is required by the Code of the Town of Elsmere to obtain a permit
or license or to pay to the Town any fee, prior to engaging in any
business, profession, pursuit or calling or performing any act until
a license or permit has been issued or a fee has been paid, who fails
to obtain the required license or permit or pay to the Town the appropriate
fee prior to engaging in said business, profession, pursuit or calling
or performing any such act shall, in addition to any other penalty
prescribed by the Code of the Town of Elsmere, have the cost of the
appropriate license, permit or fee doubled.
