Within eight daylight hours after the conclusion of each snowfall, it shall be the responsibility of each property owner whose property adjoins a public street or right-of-way to ensure that the sidewalk area upon his or her property or located within the right-of-way next to the public street in front of or on the side adjoining his or her property is free of any snow or ice. Additionally, no snow or ice which is removed from these areas shall be placed in any public street, nor shall it interfere with the drainage of water along the curbline into any storm sewers or otherwise prohibit the free flow of water.

Violation of this article is not less than $100 nor more than $200.
