The Council of the Town of Elsmere, by resolution,
may restrict or prohibit vehicular access to and from public streets
and establish and designate dead-end streets with appropriate signage
whenever such action shall not eliminate or deny any property owner
access to and from any public streets as a result thereof and shall
be in the interest of the public health and safety and welfare.
[Amended 9-18-2003 by Ord. No. 420]
Any person who shall violate a resolution adopted
pursuant to this article, or fail to do any act or thing required

shall have been officially notified by the Town Manager or by service
of a summons in a prosecution, or in any other official manner, that
he is committing a violation, each day's continuance of such violation
after such notification shall constitute separate offense punishable
by a like fine or penalty.
