Each user or property owner applying for a new or additional tap to the mains of the Borough Water Department shall pay a tapping fee to the Water Superintendent on making such application in an amount as specified in Chapter 66, Fees. The supply and service pipes between the main and the curb, and the curb cock and box, shall be paid for by the Water Department from above-mentioned fees. No installations will be made between November 30 and April 1 if it requires the excavation of a portion of a road unless the Water Superintendent determines that there are extenuating circumstances justifying the need to proceed with the installation and gives written permission to the user to proceed.

With regard to new construction of a residential, commercial or industrial unit, water shall be supplied by the Water Department, and the user shall comply with all requirements in order to connect into the system unless the Water Superintendent permits the user to connect into a private well. No new private well shall be permitted in conjunction with new construction unless it shall have sufficient capacity to be integrated into the system, as determined by the Water Superintendent and the Borough Engineer.

No tap shall be made to the main, except by the Water Superintendent.

All supply and service pipes between the main and the curb, including the curb cock and box, shall be paid for by the above-mentioned fees.

A property owner may apply to the Water Department to supply and install a supply line from the curb box to the inside water shutoff and shall submit the minimum consumer supply line fee as set forth in Chapter 66, Fees, with the application to the Water Department. The balance of any fees and costs due per Chapter 66, Fees, shall be paid within 30 days after service of the bill for the service. On completion of the line, the property owner and user shall assume all responsibility for its maintenance and repair. If the bill is not paid within 60 days, the provisions of §§ 130-8, 130-9 and 130-19 shall apply.

A user may request the Water Department to extend a main in order to connect into the system. On completion of the main extension, the user shall pay a main extension fee as specified in Chapter 66, Fees.
