There is created a Local Assistance Board for the borough.
The Board shall consist of three persons, and at least one of them shall
be a woman, and they shall be appointed by the Mayor, by and with the advice
and consent of the Council. The members shall be residents of the borough
and shall serve without compensation but shall be allowed their necessary
and actual expenses.
The term of one member of the Board shall be for one year, and such
member only may be appointed from among the membership of the Borough Council
of the borough, and the terms of the other Board members shall be for two
years each, expiring in alternate years. All terms shall run from January
1 of the year in which the appointment is made, and each member shall continue
in office until his successor shall be appointed and shall qualify. Vacancies
shall be filled for the unexpired terms only.
The Board shall organize at the first meeting in January of each year
and select a Chairman and Secretary and shall appoint a Director of Welfare,
who shall be the first executive and administrative officer of the Board.
Other employees, including assistants, clerks, investigators, nurses
and an attorney, in such number as may be necessary to properly administer
public assistance by the Board, shall be appointed by the Mayor, by and with
the advice and consent of the Council. All of them shall hold their positions
during the pleasure of the Council. Unless sooner removed, however, they shall
hold office for one year and until their successors shall have qualified.
