Every person, whether he be owner, tenant or occupant of any dwelling house (other than an apartment house or tenement house), shall cause all garbage, swill and offal to be removed from the premises at least twice each week.
Every owner, lessor or agent of any building which is an apartment house or tenement house within the meaning of the Tenement House Statutes of New Jersey shall provide and maintain therein for the use of the tenants proper receptacles for the storage of garbage and shall remove from the premises all garbage, offal and rubbish at least daily.
No person shall convey garbage, swill or offal through or along any street within the Borough of Berlin except in watertight container or metal-lined receptacles with tightly fitting watertight covers. Said receptacle shall be kept tightly covered at all times while in said Borough, except while being loaded or unloaded.
No person shall permit any wagon or vehicle used for the collection or removal of garbage, swill, offal or dead animals, to stand in the streets or other public places within the limits of the Borough of Berlin at any time, except when being loaded or unloaded.
