There shall be a Board of Health of the Borough consisting of five members.
A. 
The members constituting the Board of Health shall be citizens of the Borough appointed by the Borough Council. Nothing herein contained shall prohibit one or more members of the Borough Council or the Mayor from being appointed to the Board.
B. 
The first two members appointed to the Board shall serve a term of three years from the date of their appointment. The next two members appointed to the Board shall serve a term of two years from the date of their appointment. The next member appointed to the Board shall serve a term of one year from the date of appointment. Following the expiration of the initial term, all terms shall be for a period of three years from the date of appointment. All Board members shall serve until a successor has been qualified.
C. 
If any vacancies occur among the members of the Board of Health, they shall be filled by the Borough Council but only for the unexpired portion of the term.
The Board shall not appoint any person as Health Officer, Public Health Laboratory Technician, Sanitary Inspector, Food and Drug Inspector, Milk Inspector, Meat Inspector or Plumbing Inspector, nor employ a person to do work ordinarily performed by them, who is not the holder of a proper license as such.
The appointees, agents and officers of the Board of Health shall hold their offices during the term for which they are appointed and shall not be removed except for cause, after an opportunity has been given to them for a hearing by the Borough Council, and/or for economic considerations.
A. 
The Board of Health shall adopt bylaws governing its procedural operation. It shall elect a President and Vice President from among its members and create and fill such other offices as it shall determine. The Secretary of the Board need not be a member of the Board of Health. It shall have the power and authority to employ experts and a staff for enforcement and carrying out of its purposes, including a sanitarian and other persons provided by law, and to pay for their services and such other expenses as may be necessary and proper, not exceeding in all the amount appropriated by the Borough for the use of the Board of Health.
B. 
The Board of Health shall have the powers and perform the duties prescribed by law and by municipal ordinance. It shall be the duty of the Board of Health to enforce all ordinances of the Borough which relate to public health and public health nuisances.
C. 
The Board of Health shall make all necessary rules and regulations for the protection of the health of the inhabitants of the Borough and to guard against the spread of contagious diseases and to prevent by necessary rules the introduction of diseases, contagious or otherwise, within the boundaries of the Borough.
