No person, persons, firm, corporation or party
shall place any dirt, earth, stones or other material or articles
upon any Borough road or any part thereof.
No person, persons, firm, corporation or party
shall do or cause to be done any act which shall cause or result in
the accumulation of dirt, silt, earth or other materials upon any
Borough road, stormwater drain, gutter or culvert.

Any person, firm, corporation or party violating any provision of this article shall, upon conviction thereof, be subject to the penalties provided by § 1-15 of this Code.
