No person or persons in the employ of any railway company operating within the limits of the Village of Blasdell shall, jointly or severally, leave any engine or car standing unattended upon any crossing within the limits of any public street of said village nor permit any cars, engines or trains to stand upon any of the street crossings of any railway within the Village of Blasdell in such a manner as to obstruct any such crossing for a greater period than five minutes continuously at any one time without clearing and opening any such crossing so as to permit pedestrians and vehicles to pass and repass.
It shall not be lawful for any person in the employ of any railroad company within the limits of the Village of Blasdell to permit the whistle of the locomotive under his control to be blown, except for necessary signal purposes.
