Whenever any fees are required to be paid under this Code for
any license or permit to be issued by the Town Clerk or by any board,
commission, agency, department or committee of the Town and are not
otherwise prescribed by federal or state law, the amount thereof shall
be set by vote of the Board of Selectmen.
Any such fee shall be set by the Selectmen, however, only after consultation with the board, commission, agency, department or committee involved. The fees subject to this Chapter
2 shall be reviewed annually by the Board of Selectmen on or before July 1 of each year.
Failure of the Board of Selectmen to modify or change any existing
or new fee under its jurisdiction shall not be deemed to be a waiver
of any right to change such fee in the future.
After the Selectmen have voted to change or to establish a fee
where none has been enacted, the proposed fee shall be published at
least once in a newspaper having a substantial circulation in the
Town not less than 15 days before its effective date. The proposed
fee shall thereafter become effective on the first day of the succeeding
month.
